With a view to provide gainful employment to the urban unemployed or underemployed through encouraging the setting up of self-employment ventures or provision of wage employment, a new urban poverty alleviation programme, namely, Swarna Jayanti Shahari Rozgar Yojana (SJSRY) was launched on 01.12.1997 after subsuming the earlier three Urban Poverty Alleviation Schemes, namely Urban Basic Services for the Poor (BUSP), Nehru Rozgar Yojana (NRY) and Prime Minister’s Integrated Urban Poverty Eradication Programme (PMIUPEP).
To overcome the drawbacks and to address the difficulties/problems faced by the States/UTs in implementation of the Scheme, the Guidelines of the Scheme have been further revised and modified in 2008. It is presumed that the revised guidelines will be able to expedite the implementation of the Scheme effectively and will make a dent in the urban poverty scenario in the country.
SALIENT FEATURES OF SWARNA JAYANTI SHAHARI ROZGAR YOJANA
1. The Swarna Jayanti Shahari Rozgar Yojana (SJSRY) seeks to provide gainful employment to the urban unemployed or underemployed poor through encouraging the setting up of self-employment ventures (Individual of Group) or provision of wage employment. This programme relies upon creation of suitable community structures like Community Development Society (CDS), Neighborhood Groups (NHGs), Neighborhood Committees (NHC) etc. and delivery of inputs under this programme shall be through the medium of urban local bodies and such community structures.
2. The target population under SJSRY is urban poor living below the poverty line as defined by the Planning Commission from time to time.
3. The Swarna Jayanti Shahari Rozgar Yojana will have six major components, namely-
i. Urban Self Employment Programme (USEP)
ii. Urban Women Self-help Programme (UWSP)
iii. Urban Wage Employment Programme (UWEP)
iv. Urban Programme for Poverty reduction amongst SCs & STs (UPPS)
v. Skill Training for Employment Promotion amongst Urban Poor (STEP-UP)
vi. Urban Community Development Network (UCDN)
4. Funds are shared between the Centre and the States in the ratio of 75: 25.
Basirhat Municipality is implementing Swarna Jayanti Sahara Rojgar Yojana (SJSRY) to improve the quality of living condition for the poor living in the area. A total of 390 Neighborhood Groups (NHGs) are catering to the poor residing in the Basirhat Municipal area.
